Public sector institutions will have to apply the first 4 National Public Sector Accounting Standards (SNCSP) starting on 1 January 2027. On 3 November 2026, the Ministry of Finance announced the completion of a training programme to prepare for the new requirements.
Which requirements will become mandatory?
The first 4 SNCSP were approved in 2025 by Order No. 151/2025 of the Minister of Finance, and their application will become mandatory from 1 January 2027. The training covered the requirements of these standards and how they should be used in day-to-day accounting work.
The new standards are developed in accordance with the International Public Sector Accounting Standards (IPSAS). According to the Ministry of Finance, their application will improve the quality of financial reporting and increase transparency and accountability in the management of public funds.
Who took part in the training?
The training programme brought together chief accountants and authorized persons from central and local public authorities, as well as from subordinate budgetary institutions. The 30 rounds were held in the municipalities of Chișinău, Bălți, Cahul and Comrat, with more than 1,000 participants in total.
The Ministry of Finance ran the programme together with the Public Institution Center for Information Technologies in Finance. The sessions combined presentations, practical examples and discussions on the technical aspects of applying the accounting requirements, while the final training session was held entirely online on 29–30 October 2026.
How will the other standards be approved?
The other SNCSP are to be developed and approved in stages, according to the Ministry of Finance. To introduce them, the institution plans to amend and supplement Order No. 151/2025 of the Minister of Finance.
