The European Commission proposes EU legislation, monitors its application and manages enlargement. For candidate countries it assesses progress each year in country reports.

The acquis is divided into thematic chapters, from justice to agriculture, each opened and closed against benchmarks set by the member states.

Official documents are published on the Commission's portal; comparing successive reports shows where progress was made and where delays remain.
